Committee annointed by the Government of Hong Kong with reference to the

proposals of the Government for the prevention of piracy. Also notes by

he Senior Naval Officer in charge of West River Patrols. I shall be glad

f you will get them laid before the Committee now sitting considering

he question.

From my own personal knowledge and experience in China

can strongly and personally indorse the view of the Minority Report and

Claupees also the obeng from the point of view of the Grille System in the event?

of a colision or of fire.
